The short answer is no.
Slink requires at least one Mac within your home network to connect to. The home Mac must meet the following requirements:
You say:
"The broadband router must support UPnP or NAT-PMP in order for the Slink Agent to automatically configure it."
You may also configure your router manually and forward a port to the mac running the slink agent...
